Yeah that offer makes zero sense. Lakers can not be a decent team and keep their pick. No point in giving an FRP to still be terrible.

That's definitely a shot at Russ. It's clear the coaching staff asked him to play a certain way and he has refused.

I don't necessarily think there's much Russ can do to even fix this situation. He's just really bad at shooting and very turnover prone. Pair that with losing a step athletically and he just isn't a very good point guard right now.

I think he's more than capable of playing under control, not taking stupid shots and cut down on the turnovers.
Wasn't there a stretch he was criticized and he stated playing as described for a lot of games?

He could start by playing the defensive scheme the coaching staff works hard on. He's out there leaving his assignment unguarded mid-possession. Attention span of a goldfish.

It doesn't really make sense as a shot at Russ, and judging by the last time he was asked about Russ being benched, I don't think LeBron has any interest in talking about that situation at all.
As for the second part of what you said, something absolutely happened after the Minnesota game on Jan 2nd. Look at Westbrook's game log:

I don't know what prompted the change - whether it was the coaching staff or just something within Russ. Oddly enough he hasn't played better or worse really, just a different brand of bad.
