Not initially.
Stop the film as you watch it. He first grabs the ball as he plants his R foot. He then throws it downcourt before he plants his R foot again, so only 1 and 1/2 steps, not a full 2 steps. No travel. Then grabs it again as he plants his R foot in the key. He then does take two steps before he launches. Back in my day the two steps would have clearly been called a travel. But the NBA hasn't been calling that as a travel for awhile, especially on a breakaway.
Throwing the ball ahead of you so you don't have to dribble is smart if you can outrun everyone else. Most don't do it because they can't outrun their opponent.
At the high school level this play is still a travel. In fiba and recently college basketball this is now legal as well as nba
