Whose list is that? Because some of those players aren't disappointments, nobody should have had expectations, and some of those names are just clickbait obviously.
But without knowing the origin of the list its hard to know if it deserves even that scrutiny. Looks like a clickbait graphic on its own--no idea what if any article justifying these choices exist based on what we got in this OP.

For Dallas i would argue that it is Grant Williams.

You could argue Philly did maybe. They signed him. But for the Clippers taking him was just part of the cost of getting Harden and that's been clear by him being out of the rotation. That's why knowing where this list is from should have been part of the OP. Instead its just post graphic and say discuss. Is this from Goldsberry? Okay let's discuss. Lowe? Sure, let's talk about it. Bleacher Report? Yeah let's not.

Fair. Although there were different kind of expectations for the two. Williams was supposed to be the 3rd leader while Hardy was expected to finally solidify a spot in the regular rotation for the team.

I don’t agree with all of these either, but I thought it as an interesting thought exercise that people might want to discuss.
We can look at statistics and, with some hand-waving, come to opinions based on that data. However, the most disappointing player is one that falls farthest from “expectations,” which is a much more subjective prediction of a future production.
When we talk about these gaps below expectations, I think there can be arguments for different players, which makes discussions interesting. Did you expect more from this player? Why? Can a bench player under-perform more than a starter? Etc.

Trent is probably it for the Raptors, but you could make the case it's Gradey DIck.
Sure he's 19/20 years old, but I think most expected him to be a sharpshooter off the bench for us.

I can understand why Hield is listed for the Pacers, but I think part of that is because Hield genuinely had a sneaky good season for the Pacers last year. For all the hate he got from fans on teams he previously played for, he was pretty great for the Pacers his first year and a half with us. I say this as someone who was never really a Buddy Hield fan.
This year he hasn't been as good. I think part of that has been his ever changing role. He hadn't really settled into anything because the Pacers were trying to figure out what was working and what wasn't.
8 games ago, the Pacers made a massive lineup change that had been working for everyone. In those 8 games, the Pacers went 7-1, with the one loss being when a couple key components of the lineup change were out, and we were forced to start Buddy going back to the lineup that hadn't been working. In the 7 wins, he mostly contributed positively in one manner or another outside of one game.
For me, the most disappointing would have been Toppin. I was really hoping he'd develop better chemistry with Haliburton and kinda take a step in his career, but that didn't really happen. That said, since he has moved to the bench(with the stated lineup change) he's actually been playing pretty great.
Or honestly, I could have even listed Mathurin or Nembhard as I expected both of them to take big steps forward this year and it hasn't really happened, although Mathurin is finally coming back into his own lately as well.
Sucks Haliburton got injured, because this team was really starting to gel with the lineup switch, including two wins over the Bucks, road win vs Rockets, and a win over Boston.

For Dallas, it's accurate. So far.
Green had an injury though and now has had 2 or 3 good games of late, so it may be Grant the next time this graphic is created, but not right now.

Gabe is surely most disappointing for Lakers considering he was the big offseason acquisition and hasn't played much at all.

Ive actually been more disappointed in Spencer Dinwiddie than Mikhail Bridges.
