I'm going:
1. Sam
2. Big Dog
3. Houston
I'm guessing most people will have Houston first, but I feel like he wasn't the same shooter off the dribble and was more of a catch and shoot guy. Big Dog was a scorer and could get his shot multiple ways. And Sam from what I remember was a fairly deadly pull up shooter.

Cassell was always incredibly underrated.

Houston's 2000 season in the 16-<3 was 54% on decent volume so I guess I'd go with him. His profile is pretty similar to big dog's otherwise. Cassell might have been as good as the others but I'd put him a bit lower just due to lower volume shooting in general.

Sam Cassell 13 points, 4-6 shooting in the 1994 NBA Finals Game 7 victory over Knicks
Sam Cassell 18 points, 6-10 shooting in the 1995 Game 7 victory @ Phoenix
Sam Cassell 17 points, 4-12 shooting in the 2001 Game 7 victory over Hornets, and also had 13 assists
Same Cassell 20 points, 8-19 shooting in the 2001 Game 7 loss @ Philadelphia
Sam Cassell 23 points, 6-12 shooting in the 2004 Game 7 victory over Kings
Glenn Robinson 29 points, 10-17 shooting in the 2001 Game 7 victory over Hornets
Glen Robinson 24 points, 9-17 shooting in the 2001 Game 7 loss @ Philadelphia
Allan Houston had a quiet Game 7 @ Miami 2000... 5 points, 2-10 shooting, though his Knicks won 83-82

Very close.
Houston was a better catch and shooter than Robinson but Big Dog was a better isolation shooter.
I would say :
1. Houston = Robinson
3. Cassell
