How many timeouts does one team get per game? Only some carry over to the second half, right? How does that work? Is there a limitation on per-quarter timeouts or 4th quarter timeouts or timeouts at the end of a game or quarter?

6 time outs. They only carry over until the 4th quarter, where you have 3 (or obviously less if you've used more).
