really? I've seen only one game by miami this season and in this one sebastian telfair gave him some big trouble and we're talking about sebastian telfair...

Tinsley is leading the NBA in assists amongst non-scoring point guards, so I'll go with him.

Last time I checked Jason Kidd wasn't much of a scorer.

Depending on the regulations for being a "non-scorer", I would say Jose Calderon. That's not even being homeristic, as I'm not really like that anyway. I honestly think he would be one of the better ones.

Bassy is not the best, but he should get some consideration. The kid has been playing great.

Yeah #1 is Jason Kidd no contest.
He scores just over 11 PPG, but still scores less per minute than most of those other guys.
What he gives with assists and rebounds makes this no contest.

Reasonable rule of thumb for pass first PG might be that that player's assists/game are more than 2/3 his points/game. (If the number is half, you qualify most of the PGs in the league)
If so, Kidd certainly qualifies, so do Nash, Tinsley, and Calderon, but not Chris Paul; Andre Miller and Baron Davis wouldn't even qualify if it was 1 assist/2 points.

Miller has been scoring nicely this season actually...
So usually yes.. but this season... Miller has become a good scorer and still a very good play maker.
But Kidd wins hands down.... you'd usually see 10 points 3/12 FGs but with 15 assists and 7~10 rebounds.
