I heard the Rockets signed another Chinese player

Is he any good?
His name is Ha Li-Si (or 哈里斯 in Chinese). 6'6'' with good hops. He played at a city named Dongguan in Southern China and averaged 25 points and 11 rebounds a game.
I found a picture of him. I don't want to be stereo-typing, but I think he might only be ethnically part Chinese.

His an american but he played in the Chinese league last season.
He played for a chinese club and did very well and the fans liked him a lot for helping the team.
