Will the Raptors clinch before any western team?

It sounds stupid I know, but honestly the Raptors have an 8 1/2 game lead on the 9th spot, while the Lakers have only have a 6 1/2. Could the East wind up with 5 spots locked up, before we narrow the insanity in the west to seven teams? With New Jersey and Chicago seemingly going out of their way to miss the post season, is it possible Washington or Philadelphia clinches before anyone out west too?

No spot in the west will be locked up until april unless one of the nine teams falls drastically.

You know the east is pathetic when 3 teams are already out of playoffs in the west but worst team in the league is still capable of making the PO.
