why some teams perform so differently at home and on road?

It just does not make sense for a team to have 37-4 at home and 17-23 on the road.

Logically, option 2 should not be a reason because basically every team is refereed pretty much the same on the road. Unless you tell me that most referees hate Jazz but this apparently is not the case.
So It could only be option 1 or other reasons.

Players, especially role players, are more comfortable and confident at home. The refs are influenced by the home crowd, but its mostly mental.

I believe there is nothing to do with the refs intentionally.
But is it possible there is a fans-refs interaction?

When you are at home you are usually at home for a homestand where as if you are on the road you travel a lot. Not having to travel makes for better sleep, better rest, more practice (potentially), etc.

Familiar environment, sleeping in your own bed, taking shots at the same basket you always see, jet lag, etc.

Refs are only a part of the reason, and they only help if you've already got a loud crowd in a rowdy environment to sway them.
