Every time someone suggests fixing the draft lottery to prevent tanking, the solution always has a major flaw: Any time you change the weighting on lottery odds, at some point you promote tanking or hurt teams that are actually that bad

Suggestions range from:
1) Make all 14 picks equal weighting (hurting truly bad teams)
2) Change the weighting to favour worse teams (promote tanking)
3) Change weighting to less favour worse teams (hurting truly bad teams)
4) Weird systems such as 5 worst teams get equal weighting for the first 5 picks or similar combination (hurts the truly bad teams, promotes tanking in teams outside the bottom 5)
5) and so on

mathematically it works out really well.
