Is he a top 10 help defender? No where close.

Nowhere close? Explain to me what he fails to do that those in your top ten help defenders do.

In the past, when the Blazers had other big bodies to take up space in the paint, he had almost no defensive impact.

This is laughably wrong. If you don't believe me, check his on-off numbers for opponents' offensive efficiency and opponents' field goal percentage for the past three seasons. And for four years he's been near the top of the league in shot-blocking rate (both percentage of opponents' shots blocked and blocks per minute).

The defensive composite scores on 82 games.com seem to favour guys a bit more that are on good defensive teams giving them scores higher then they are probably worth. But they do give a general idea of someones defence. Duncan, Bowen, and KG' near the top. Juan Dixons, JJ redick, and Kyle Korvers at the bottom.

Pryzbilla scores pretty well, and just from watching him when I get a chance I fail to see how there is easily 10 better defenders then him.

Those defensive composites are a joke. Like a week after Nichols put his first round out out he recanted and basically said "yeah, those were pretty bad. let me try again, heres another formula I just made to cover my ass"

04-05:
Opponent Effective FG%
On: 48%
Off: 47.8%
(defensive efficiency was lower with him on court)

05-06:
On:49.8%
Off:51.2%
(however, defensive efficiency went unchanged with him on/off)

There's no solid individual stat out there. But it gives a general idea. Good defenders usually have a good rating, poor defenders have a bad one. You can't really compare one guy to another but it does reflect the fact taht the defense is much better with him on the court, and he gets a good amount of blocks, and rebounds.
