Using PER to compare Wade and Pauls is a little unfair. It's widely accepted that PER tends to underrate pure PG's. It's why Nash got the MVP two years in a row despite a mediocre PER around 23.

There is something magical about a great pure PG. They inspire teammates to play to the best of their ability... at both ends of the floor. They build confidence in young players by getting them shots. They get lazy big men to hustle on the break or cut harder to the basket. They get spot up shooters the ball where they need it for a perfect rhythm release.

What Paul is doing right now is simply phenomenal. Talentwise, that New Orleans team just isn't that good. Paul has them leading the West.

Even ignoring injuries, I'd put Paul a little ahead of Wade. When you factor Wade's injury history, this is a no-brainer.
