My vote goes to the Vancouver/Memphis Grizzlies. I tend to be a bit more forgiving of expansion franchises struggling during their early years, but even by those standards they were eye-wateringly bad before that brief burst of competence under Hubie and then Fratello. What also counts against them for me is that their two stretches of being a good team have both ended in spectactularly awful fashion with them plummeting to the bottom of the standings in nothing flat. They've oscillated almost exclusively between pretty good/sub-contender level and just plain atrocious - with far more of the latter than the former - and their poor W-L % reflects that.

Still voting Kings. I know they won one in the early 50s and had the Webber/Divac teams but they have been such a black hole for more of the 50 years I've been watching the game. I would rather be a Grizzly fan over the course of their career (despite the Stevie Francis spurning) than a Kings fan. Too bad for too long.

The next two spots seem to be pretty easily them and the Kings (after that is like Denver or Orlando or something), after #25 is when it might be a good time to go top down again. The Kings have had some inept periods, but the Webber era peaked higher than the Grindhouse who get swept in the CF, there's the Oscar era, and the pre shot clock title for whatever it's worth. The Grizzlies Vancouver era is also WOAT level. I remember in 08 range it was obvious that the two dueling joke franchises in the NBA were the Clippers and Grizzlies, both reclaimed some dignity in the 2010s including a rivalry with each other, but it still wasn't that high a peak or for that long for the Grizzlies
