Agreed, and I do believe the bolded is the main reason, though the superior and prolific 3-point shooting exacerbates the issue that defenses league-wide face.
IIRC, the change in the way the league wanted the game to be played occurred after the last TV rights deal was signed. I believe they are up soon, and so we shall see if the NBA heads made the correct decision approximately 6-8 years ago.
Personally, I (the useless sample size of one) would like to see today's players - the greatest collection of talent the game has ever seen, by far - in an environment where the league-wide ORTGs are within the 1980-2016 Equilibrium Era range. Game 5 of last year's NBA Finals was IMHO the greatest NBA game of the past 40 years. The playoffs (play-in games included) as a whole were amazing. Again, this is just me, but I personally would like the current talent to play in a regular season environment where defenses aren't handicapped.

It was 48 minutes of competitive basketball. It wasn't pretty. Jokic's defensive rebounding and the pressure he put on Miami pushing the ball in the 3rd quarter is something I won't forget. Back and forth. Guys diving on the floor. Likable players on both sides. It was phenomenal basketball imo.
