XRAPM is not the perfect all-in-one stat ranker but I'm pretty convinced its the best (by far) of what we have.
A) http://www.gotbuckets.com/statistics/rapm/ That's what the stat "SWAgR" is proposed to do. It's minutes weighted RAPM.
B)Maybe so. But generally an "all-in-one" stat doesn't come anywhere close to a thorough analysis involving lots of different stats and weighting them yourself.
