Just wanted to chime in since I'm one of the guys your response was created for.

1. I changed my opinion after spending about 8 hours this week putting together a list. It was absolutely worth doing.
2. I posted it publicly.
3. I fully expect my voting to differ from my personal posted list and quite possibly as early as #4. If my votes look exactly like my list now after listening to and engaging in discussion then I'm not nearly open-minded enough to be part of a project like this.

It'll be up to PenBeast obviously, but I suspect I'm not alone in furrowing my brow and saying "come on". You have 11 posts, and it looks like you joined just to vote in this. If I may make a suggestion, I think posters this new should need to prove they're contributors by not voting for the first 5 votes (just discussing). That should be the rule for all late entries once the project starts (wait 5 votes to get a vote, so if you joined at the #10 vote, no vote until spot #15).

I totally understand if people don't want newcomers to vote, or if there should be some sort of waiting period. For what it's worth, I've been a lurker on the board for a long time and read much of the discussion for the last top 100 list, but I understand any reluctance to add a new member this early. I'm happy to just be involved in discussions rather than voting, whether for some waiting period or for the whole project, if that's how the rules are set up. I'll yield to PenBeast's judgment on what the standard would be, and definitely would provide an explanation along with any vote, if it got to that point.
