We played a fantasy league once with no All-Stars allowed. Adding Conley and Ibaka, these are the names I can come up with.

Micheal Ray Richardson played in four All-Star Games for New York (1980-82) and New Jersey (1985).

Hayward was an All Star in '17. I believe you're thinking of Gobert who made 2 All-NBA teams without any All-Star appearances. He should be high on this list.

The fact that Rudy Gobert has two all-NBA bids and three All-Defensive first team bids (and two Defensive Player of the Year awards) makes him the most decorated non-All-Star yet (although he very likely will not be on this list next year).
I'll name a few more non-All-Stars (minimum of 10 NBA seasons or inactive):
PG Andre Miller (11th all-time in assists)
PG/SG Jamal Crawford (19,000 career points, three-time Sixth Man of the Year)

Still blows my mind that young Harper never made an all star team. He was a dynamo and pretty flashy. I'd add Larry Hughes from 2005. 22ppg scorer as a 2nd option, 1st team D.
Michael Cooper and Rudy Gobert would be my top 2 picks though. Absolute travesties that they weren't all stars.

I find it amazing that Glenn Robinson didn’t make an all star team until 1999..... but it makes sense why.

Thanks, adjusted the OP. Can't remember who was my starting PG then, I was thinking my backcourt was Ray Williams and Sugar Ray . . . it was one of those NY/NJ type guards though. Now I will have that in my head for a while.

For single year peaks, using rate-based boxscore composites. Using the old list with limitations on then active players so as not to get players who make it to an ASG later (though including some then still active guys e.g. Ersan - just you don't want to include a Curry or Jokic who were late getting theirs - so Conley wasn't on the list then and probably still should be for me, since he still has a chance, even if competition makes it tough -).
List isn't definitive (even for what it is, which again is aggregating boxscore composites),just me adding players to a list (also the list went down beyond the posted).

May throw CJ McCollum into the mix. He’s been basically 22/4/4 over the past 4 seasons, and he’s even upped his level of play in the postseason.

It must have been Ray Williams, Gus Williams' brother, who played for both New York and New Jersey (Micheal Ray Richardson also played for both teams). The interesting thing is Ray Williams had two stints each with the Knicks and Nets.

Yeah, but can't remember who his backcourt mate was. I had Sabonis, Kellogg, Pressey, Ray Williams, and ? with Herb Williams as 6th man. Ah well.

Includes most of the players you cited above as your highlighted additions and such a format would explain how such a team could have Sabonis (a likely first pick in a draft format) and Pressey. Harper rather than Williams as your New Yorker and fits your blank for another guard (though Ron Harper seems to be a you original addition, unless you edited him in later (thereby doing better than Crawford?).

Yeah, they've all been covered here already for the most part. First ones who to to mind for me are Andre Miller, Rod Strickland, Jason Terry, Arvydas Sabonis, Ron Harper and Drazen Petrovic. Of course, Is Sabonis came to the league in 86 when he was originally drafted and if Petrovic didn't pass away tragically obviously both would have gone to many all-star games.
