I guess I'll go with by position:
C: Wilt
PF: Kemp
SF: Lebron
SG: Jordan
PG: This is a tough one but I'm going to with....Archibald.

Relative to size and per position should be giving different answers.

PG Muggsy Bogues is the quickest PG of all time but at 5'3, probably not quicker "for his size" than 6'3 John Wall

C Shaq is incredibly quick for a man over 7', 300lbs but certainly not the quickest center of all time

Obviously I haven't seen them all, but I think Bill Walton had an extremely quick, explosive first step move to the basket, and had really exceptional quickness overall for a guy 6'11" - 7'0".
