No.
I'm stating he contributes less to winning than Jrue, but that I could see team constructions where you might want Brown's scoring in an attempt to be relevant/sell some tickets. Jrue on a bad team is wasted. Brown on a bad team gives you something to sell.

"Better" depends on fit. If you swapped them, I think both teams would be worse.

Jaylen would probably be ranked higher but as was mentioned above, they play different roles. Healthy Middleton vs Jaylen Brown is a more direct comparison though
