Was John Wall really the best passer of his generation, who spent his career who was placed on bad teams?

I was just watching prime John Wall and his ability to create for others was insane. However, the numbers itself show just how gifted he was as a passer.
For his career despite all the crappy teams and injuries he still averges 9.1 assist over 10 seasons.
In his Rookie year he already averged 8.3 assist a game.
During the Wizards playoffs runs/his all star run he had 3 straight years averaging 10+ assist.
As of right now he has the 3rd highest assist per game averge in the post season behind Stockton and Magic.
No matter what the injury, what kind of roster he was consistently amongst the top of the league in assist.
Despite never be on an uptempo team like a James Harden was under D'antoni, he averged 10+ assist in 3 consecutive years despite the Wizards being bottom half of the league in pace.
