Phrasing unclear on person interpretation of merit versus interpretation of public or fanbase perception.
For me personally, Corbin comfortably.
For average over all Minny era, Corbin's box composites are a bit better (though PER gives Campbell a narrow edge, presumably driven by usage).
Then Corbin's rep was as a good defender and a great teammate.
Campbell was regarded as a weak defender, a less than stellar teammate (didn't like that he wasn't featured enough in franchise advertising, bickering with the only coach willing to build an offense around him, allegations of concern with stats, holding the ball too long, "selfish" ...).
Fwiw, I think Corbin's skillset scales better to a good team, too.
