I would go top 5. He looks like an all-nba level impact PG to me. So Luka, Steph, Dame are the only 3 who definitely exceed his RS impact. And furthermore, I think Baron improves in the PS.
2007 Baron Davis
His ORAPM is #3, dating back to 2001. This is higher than any peak values of Lebron, Kobe, Dirk, that we have on record.

He was also #4 overall in single year NPI RAPM, just barely trailing Ginobli.
He played a big part in upsetting the #1 seed Dallas Mavericks in the playoffs. He really upped his game in the PS. Simply looking at his efficiency doesn't do justice to just how much he did all over the court.
Davis also consistently raised his game in the PS.
