Ja Morant aside, who is the best scorer ever to play in Memphis/Vancouver in terms of peak?

Depends what is meant by "in terms of peak". If that means "peak while on the Grizzlies", then I go with Pau.
But if that means "peak in the NBA", then there are several names who were on the Grizzlies well after(or in one case well before) their peak that would warrant consideration.
My personal pick would be Vince Carter, who played on the Grizzlies in his age 38-40 seasons at the tail end of the M.Gasol/Conley era. Peak Carter - 2001 - was a three-level scorer, averaging 27.7ppg on +3.3 rTS including 40.8% 3P, for a 126.1 TS Add.
Another option is Gilbert Arenas(who played the last 17 games of his career there in the 2011-12 lockout season) for his 2005-06 season, where he averaged 29.3ppg on +4.5 rTS. But I take Carter because his volume is actually a hair better PER 100 and he shot the 3 better.
And another option is Kyle Lowry(who was drafted by the Grizzlies and played his first 2.5 seasons there) for his 2016-17 season.
Allen Iverson(who played there briefly towards the end of his career) and Byron Scott(who was on the original expansion Vancouver Grizzlies in their first year of existence) for his 1988 season are other options, but I don't think they're on the same level..
