That's absurd. I'd take a prime Penny Hardaway, and it's not really that close.

He was playing at a hall of fame level man, and had it not been for injuries he would of been amazing.

Brandon Roy right now is a top 7 MVP candidate and only in his 3rd season. He has led Portland to a great start despite Greg Oden missing the entire season.
From a talent standpoint, i dont see where Penny has this huge advantage. I watched Penny in the 1990s. Very athletic, 6-7 could get to the basket and create. Played the point,but could also play the 3 and 2 positions.
Brandon Roy has that same ability,but the difference i see is i think Roy has a better Mid-Range jumper and creates his Mid-Range jumper much better then Penny did which i think will make Roy a better 4th quarter clutch player. He's able to create that seperation with consistency and pull up for that 15 to 18 footer.

Penny with Shaq was basically a guy who gave you 20 points and 7 assist. Penny's 1st year without Shaq in 1996/1997 he averaged 20 points, 5 assist on 44.8% shooting.
Roy averages 18.7 points and 5.7 assist on 44.7% shooting.
Keep in mind,Roy's stats have been affected because he only played 9 minutes in that Utah game because of a injury and missing some action last night. For a 15 game stretch, Roy was averaging close to 25 ponts a game and 6 assist. Portland is 22-13
You dont think if you put Roy in place of Penny on that 1995/1996 Orlando team they would still be a great team.

There still winning 60 games and most likely still beat the Bulls when MJ 1st came back. Without Horace Grant,the Bulls were very weak on the boards. Thats why they went out and got Dennis Rodman. It would have been the same results. Kukoc getting dominated on the glass.
