Steve Blake is a pass-first PG. It's pretty rare around the league. Delonte West is a great player but I think he's more of an SG in a PG's body.
That said, I'll take Delonte West.

Pass first PG with deadly range (atleast this year) on a winning team > a sg in a pg's body on a losing team.
And yes, I'm biased

I don't think this is close.
Delonte is more versatile. He's a little better defensively and he plays bigger. He's a better rebounder and unlike Blake he can actually get to the rim once in while.
But Blake is just on another level in efficiency. He's much, much better at what he does do. He takes excellent care of the ball, shoots one of the best percentages in the league, and gets teammates easy shots.
To some extent it depends on what a team is looking for, but Blake's skills are more valuable. I seems like there are 100 players in the league who can play like West, but many fewer who can play like Blake.

For Denver I think Blake makes more sense in that he is more consistent as a pass first PG, however West is a solid player none the less.
West is overall a better player, but as it can be seen in such teams like the Knicks and to a much lesser extent the Nuggets, throwing the most talented players you can get on a team loaded with talent doesn't always translate into wins.

I don't think either is ever going to be more than a complimentary player for any team. That's why I voted for Blake. I also happen to think West is probably the better player if that makes any sense...
West has more potential to be a good player and score/use his athleticism, BUT Blake is an amazing complimentary player. He is perfectly happy setting up teammates for easy shots and shooting the three at a high clip. I think those characteristics are very important in a PG that is supposed to be a 4th or 5th option, which is what Blake is.
Blake is also an amazing locker room guy and has a killer work ethic. (I don't know whether the same is true of Delonte)
