I'm confused by the signing.
Maybe it was to prevent another team from offering an NBA contract?

They signed Dom Barlow to a full deal....I'd bet Barlow's agent forced Atlanta's hand and the Hawks were stuck with too may players and not enough chairs.

At least Harris gets to keep all the money.

I thought the Hawks might apply for the Hardship exception to keep 16 players since JJ, Kobe, Nance and Vit were out for consecutive games.
I think it's less about Barlow's agent vs the deadline to sign additional 2way players. I think that deadline is today.
