Sending players to the d-league

I have a question about sending players to the d-league. Could you sign a player whose never played in the NBA (say Elton Brown), but is playing in the d-league, then just send him back to the d-league. For example, if we signed a forward for the rest of the year, but wanted ot keep Richardson AND get him playing time in the d-league. Could we do that?

If so, I think that not signing a d-league player at this point is ridiculous... we need a 3rd PG and a 4th big (behind smoove horford and Zaza), and we could almost just leave them where they are...

If you sign a player and send them back to the D league then you need to pay them the NBA minimum salary. If the Hawks aren't going to even put the guy on the roster I would rather them take that money and buy a second round pick in this draft.

Well... I think we need a 3rd PG and big and I think they should be with the big team... but i was just curious.
