Worried about our team salary in the offseason

Hey guys, I was just starting to worry about our ability to resign Smoove this off-season. There hasn't been a lot of buzz around that, so I'm sure I'm missing something. I just have a few questions on my mind, that might be pertinent for other posters as well:

1. Does anyone know what the cap for the 2008-09 season will be? When is that determined?
2. Has anyone heard anything else on Speedy possibly retiring? If I understand correctly, we would only have to pay 20% of the remaining two years of his contract with insurance picking up the rest. I don't exactly have the best source in the world on that one though:

3. Do we need to make a trade this summer to free up room to resign Smoove?
