I propose two fixes.......
1. Independent Contract Referees- These refs would come from international, college, retired, WNBA etc. ranks and be contracted yearly. There would be 2 for each game. With the head ref being a NBA guy. Why do this? To keep the level of performance high due to competition. If a guy knows he's up for review and has a number of possible replacements that could force him/her to do their best. It also keeps a fresh crop of coming in that don't get too "acquainted" with the star players and coaches. I think sometimes these guys see stars make the same miraculous play for so long they anticipate the foul when they don't make the shot.
2. Add a fourth referee like what the NFL does, who can watch TV replay and correct an obvious blown call. It wouldn't be used for judgment calls like charging...but possession calls I definitely see being prime candidates for it.

The best refs are working in the NBA right now. Alot of guys that are in the international game, colelge and such, they are either not good enough or wuite a few have been fired from the NBA.
Using replays to judge possessions could be really time consuming.
Outside of getting robots to call the game, there is going to be human error. thats just part of the game.

Well I've heard interviews with a few former who disagree with the NBA Ref's quality being the best out there. As for the possessions......the 4th ref only overturns blown calls.....like the always happening of the ball hitting Player A's shoe and going out of bounds but the ref calling it out on Player B because he thought he tipped it.
