What's the deal with Chandler Parsons?

I keep seeing him listed as DNP: Load Management.
Is he healthy enough to play?
Does he want to play?
Do we just have no interest in using him?
Seems like we would want him to play some to either A.) help us win or B.) increase his trade value for a mid season deal.

He'll probably never play for us. Probably best to just ignore his presence.

He had some kind of offseason trearment on both knees.
I don't expect any meaningful contributuin.
His greatest value is in his expiring contract, though it may be difficult to move since we'll be taking back long term salary, which I'm ok with depending on the player and incentive.
