Could amnesty provide an important roster addition for 20-21?

Just viewing a thread over on the General board asking who fans believe are ripe candidates if an amnesty provision for this off-season comes to fruition. viewtopic.php?f=6&t=1986657
Arguably the leading candidate is a familiar name... 34 year-old Alfred Joel Horford. Horf is scheduled to make about $27m for each of the next 3 seasons. (It's mentioned that Tobias Harris would be, except for the suspicion that there would be only one amnestied player permitted per team.)
Arguably the candidate getting the second most intensive nominations is 31 year-old Eric Gordon. Gordon doesn't make nearly as much--growing from about $17m next season to about $21m four seasons from now.
Neither of those interest me very much, but it does bring up the possibility that there could be some unexpected addition to the 2020 free agent market who could be cause for some degree of excitement.
