Brad is just being nice.
Rockets waived Springer.
So if Spring is really that good, no way the Rockets waive him after getting him at a bargain price.

I'm not really sure what you mean by "that good".
No one said he's an all-star or a hall of famer here.
Rockets waived him because they're one of the best and deepest teams in the league. Notice they didn't add anyone at the deadline. Because they're playing good basketball and Ime is having a hard enough time finding any playing time for Sheppard (3rd pick in the draft) and Whitmore (20th pick but most projected him to be a top 10 pick).
A team like Utah, Washington, Charlotte, New Orleans, Brooklyn or Portland should absolutely sign Springer. And if they don't, they're missing out.

That's still more minutes than Celtics legends Scot Pollard, PJ Brown, Pervis Ellison, Keith Bogan, and Austin Rivers among others.

That's a nice list but there's NO WAY Pervis belongs on it, right?
I spent a lot of my adolescence watching Pervis play in green. I mean, that's hyperbole, but he must have logged at least 1000 minutes in Celtics regular season minutes. And I think I have it straight, because there weren't many playoff minutes to go around in those days!
