How does Rip not foul out?

Honestly, on every play on both sides of the ball all he does is push, poke, grab, and prod. On offense he pushes off over and over again with his off arm, both coming off screens and when he has the ball. How is this never called? Ever? His "smothering" defense on Pierce was the result of him basically jumping on his back and grabbing his jersey every time down the court. If they made new rules to stop hand checking and call it more tightly how does Rip not foul out in the first quarter?

Rip Hamilton only puts up good offensive numbers because he gets away with murder every game. If they called fouls on him LIKE THEY SHOULD... he'd be benched in the first quarter every game via foul trouble. Refs must feel bad for him since he wears that quirky mask every game.
