Question about the MLE

This may seem a little stupid (but as they say there are no stupid questions only stupid people), but does the MLE restart each year? Or if you were to sign someone for multiple seasons do they take the MLE spot on that particular team for the duration of their contract?

Questions like "does the MLE restart each year" I guess.
