Of course they did.
Rondo wasn't unproven. He started 25 games at the end of the season and proved he was the best option between he, West, and Telfair.
And while Pete chooses to look at it as Cleveland kicking West to the curb for Gibson, the reality is that Paxson wants to keep them both, but nobody was offering Gibson 5 million dollar a year contracts, and neither did Paxson. The Moscow offer complicates the situation, because Cleveland likely doesn't want to go that high for West, and West will likely take the Moscow deal over anything an NBA team trying to pinch pennies would offer. The NBA likes West, but apparently someone overseas likes him MORE, and is willing to pay for it.
In my opinion, West is worth about what Gibson got, and Moscow's offering more with more opportunity to play as well. It's not really about "he's not good enough", that has been proven. Now it's more about who's going to pay him more.
