Photoshop. Looks like he desaturated the picture itself, I dont know what other effects he did to it. And the rest is just Westthebest awesome font work.

Although I don't understand why so many people feel the need to associate guys wearing suits with "badass" mob/mafia undertones (not directed at you wtb, just an observation over the years), that's a great job.

That's pretty cool fadeaway.

Personally I think it might of looked better without the reflections. But there is a certain element to black and white reflections that picks apart the picture an emphasises the characters in them that I like.
