LOL.

Seriously, it's easy to injure somebody's wrist or hand by making cuffs too tight, which is an important thing to remember if you engage either in police work or kinky sex. I would guess the straight answer is that because he was both a big guy and a professional athlete -- and because he wasn't in any way struggling -- they were responsible in leaving the cuffs pretty loose. And then, because the cuffs were loose, they put on two pairs.
