The thing with Rondo is that he has developed a game that actually seeks to avoid contact and make the hoop. Derrick Rose has done the same thing, they have a series of moves that allow them to finish at the rim as opposed to playing to contact and getting to the line. Rondo compounds by this be being a willing passer when at the rim so it makes it difficult for defenders to commit.
A lot of things go into why guys get calls familiarity, star power, just understanding how officials call games. Whatever it is Ray is clearly one of those guys and shall we say Kendrick Perkins is not.
