Is he considered to be playing PG if he defends the opposing SG/SF and is the primary ballhandler on offense?

Point forward as long as he doesn't overdribble in the half court. And I started noticing this in the preseason (and thought it was an aberration) -- his defense has been SOLID (keep it up, ET!). So far this season, there was just ONE game where I absolutely wanted him gone. So... improvement right there!

As long as it's working, keep him on that bench and play him with the similar-sized, switching-on-D guys -- Hunter, Jerebko, Crowder, Olynyk, (Lee).

No. Lebron hasn't been considered one for the longest time and he does a similar role.
Evan Turner is whatever perimeter position that isn't taken.

Yeah, I think the key is that Evan Turner is on the court when Isaiah Thomas isn't, and vice versa. Then you build around that.

I like turner, but his issue is he has to have the ball in his hands. He is useless off the ball, which when you aren't a great shooter or scorer is a problem. He has a nice skill set, I can see why he was no. 2 pick overall, but he is just inefficient.
The gist of it is he is not a role player. He isn't s guy who you play small minutes and excels. He needs big minutes to have an impact.

the best run he ever had as a pro was when Collins started him at pg for several games in a row. Stevens used him really well down the stretch last season. Could see the same again this year.

Should be him in his defensive stance. Ie, more hunched and folded over at the waist and arms way out to the sides. Will really bring in the casual fans.
