What it sounds like is that Ainge is offering a package centered around Rozier and Smart with some draft picks. Brown is not a part of his current offer, or else Kawhi would already be a Celtic.
My guess is that Ainge and the Celtics' FO are trying to communicate with Kawhi and his camp about a potential extension (and that communication may very well be through the Spurs) to gauge how much they should offer in the end. If Kawhi says no or if he is simply non-committal, Brown is not entering these talks.
