No you can't. Rob Williams is one of the most effecient scorers in the league. He spaces the floor because he can pass on the perimeter and he is a lob/post threat. Teams know he can hurt them inside. Smart's issues are creating his own shot, which is what team's force him to do.
Rob is big, plays above the rim, and is a massive off ball threat. It's not even compatible.
Smart as a starting PG is uncomfortable and he'd asked to do too much. As I said, if you can move him to the bench without trading him, fine. But he will impact winning on the bench FAR more than he will as a starter. You give him 22+ minutes a night off the bench with minutes that stagger with the starters, in a more limited role and he will be fantastic. A 6moy is more important than a streaky starter.

Smart drives 10 times a game and is making 45.5% of them
Tatum drives 12.8 times a game and is making 45.9% of them
3.8 catch and shoots from Smart, all three pointers, and most came playing as a "shooting guard" (getting the second pass off a kick out-marcus shouldnt be in that position) and he makes only 33% of them

The worst aspect of Marcus' game that he HAS to stop doing is the damn pull up. 1.5 attempts per game and makes 21% of them
Eliminating that single aspect of his game and he would be:
42% from the floor and 32% from 3
Running as the point guard on kick outs from drives he is situated in the corners as opposed to above the break the difference will be fewer catch and shoots
Lastly, he makes 37.5% of his wide open 3s.
