I'm sure many feel like they have no choice. And it may even be a health issue for them on some level, b/c they feel they will lose their job if they can't make it to work, and they may depend on their job for health insurance. Some, which might or might not be pictured, may be homeless and/or at a point in life where they don't care, don't know they should care, etc. Some are prob grabbing groceries...
Some truly, figuratively not just literally, are probably essential. But that's an even bigger problem IMO. I don't know if masks are effective at all in this sort of context? But I feel like anybody riding the NYC subway right now should prob be self-quarantined for 14 days - even without crowds the ventilation is likely poor and there are likely LOTS of undiagnosed folk going about their biz in NYC right now. Last thing you want is for someone to get infected on the subway, and spread to others in hospital environments and what not, that does more harm than good. Someone needs to be finding better tansportation for them.
This is why the subway needs to be shut down, it will force people to find alternate solutions in some cases, and will force some very hard (but in most cases right) decisions on others.
