A little bit different scenarios here though. Celtics are already locked into the postseason while the Pels are on the outside looking in. No HC advantage takes the importance out of seeding. Either way we likely have to go through both Toronto and Milwaukee. Who we play in the first round matters little to me

Maybe he wants to give Kemba some more low pressure minutes to get him loose and back in the swing of things first before focusing too much on winning close games? He didn't get a ton of minutes during the scrimmages. Only explanation I can think of.

Why wouldn't you play Kemba until his restriction runs out?
You're trying to simulate a real game. If you use Kemba normally, up until his minutes have run out, you have simulated a real game. If you adjust his usage to space it throughout the game, you're simulating something different.
Besides, slow starts have been a problem. Arguably the most important aspect to tune-up is the first quarter.

A point scored in the first half is the same as a point scored in the 2nd half. Every possession is equally valuable. If playing Kemba mostly in the 2nd half leads to a different outcome than playing Kemba mostly in the first half, then you weren't treating every possession as equally valuable.
Now, if winning was my main concern, I might favor playing him in shorter stretches throughout the game to maximize his rest for a given minute load, so he could theoretically play harder when he was in. But if I'm more concerned about strengthening him by simulating real-game situations but with restricted minutes, then it doesn't really matter to me when those minutes come.
I think folks are gonna need to come to terms with the idea that we may not be prioritizing each and every possible win over the next eight games.
