According to a quick scan of team value estimates and Ballmer's net worth, he's only about $7 billion short of affording the entire league.
He's done well for himself. But even HE ducked under the second apron! Not for money reasons though; that's petty cash to him. Those second apron basketball penalties are difficult.

IMO, it had more to do with not wanting to pay Paul George what he thought he was worth (which is max or close to it including longer years). And they turned out to be right in letting him go. Ducking the 2nd apron feels secondary, if not just a bi-product of not having someone worth paying. If they had someone like Giannis up for extension, I don't think they'd let him go and duck the apron 'cos of basketball penalties.
Ballmer, who was just ranked as the sixth-richest person in the world, according to Fortune, said other teams will soon have to make the kind of tough decisions the Clippers had to make with George because of the restrictive CBA.
"I think people are going to be very thoughtful about how they continue [to] build their rosters to win," Ballmer said. "I think people are going to be over the second apron, but when you're over the second apron, you better feel like you got a clear shot [to win]. You stay up there two years, you better really feel like you got a clear shot. That was kind of what the players' association and the league was intending to do. Trying to level out the level of competitiveness.

Lead buyer Bill Chisholm’s group now has enough money to cover the cost of the deal and is in fact “oversubscribed,” two sources tell FOS. The group will acquire more than 51% of the franchise in the first tranche of the deal, one source says. The exact size stake Chisholm will end up owning is still unclear.
In a highly unusual move, even though Chisholm will become the controlling owner upon approval of the agreement, Grousbeck will remain in his roles of CEO and governor through the 2027-28 season.
The full sale will still take place in two parts, one source says, and existing minority owners will have the ability to retain their positions until 2028.
Those minority owners will get to sell their stakes for up to 20% more than the original deal price, in accordance with a revenue-based formula set by the league, and when all is said and done that will bring the final blended value of the deal close to $7.3 billion.
