Commissioner Adam Silver is a strong advocate to de-incentivize tanking by implementing lower odds on the NBA's worst teams to gain the top picks in the draft, league sources said.

Currently, the teams with the three worst records have an ascending chance of winning the No. 1 pick, including (No. 3) 15.6 percent, (No. 2) 19.9 percent and (No. 1) 25 percent.

The NBA's proposal would flatten those odds, and give the three teams with the worst record the same percentage of earning the No. 1 overall pick, league sources said. Now, the worst record to the fifth-worst record has a gap of 25 percent to 8.8 percent, but new legislation would tighten that difference significantly, league sources said....

Another idea born out of the Competition Committee itself that could gather support, league sources said: No team can pick in the top three of the draft in consecutive years. For example, if Minnesota wins the No. 1 pick and drafts Karl-Anthony Towns, it can pick no higher than No. 4 in the next lottery. For now, that idea is outside of the league office's proposal but is expected to be considered in the upcoming committee meeting, sources said.

There's an old thread somewhere where we shared ideas on this. I didn't like the "wheel", & thought tweaking the odds and rules was the best solution. But you could probably come up with an algorithm for setting the odds that would depend on, say, previous seasons' draft position and record (going back 1-2 years), games missed to injury, something.

I think I had an idea for "tiers", too, like the four or five worst teams all had equal odds -

Or it was to make every lottery draft position a result of lotto balls, but like, teams with the sixth, seventh and eighth worst records could pick sixth, seventh or eighth depending on luck.

This is a very challenging subject to get right. I like the idea of flattening out the odds. Something like:

Picks 1, 2, and 3 = 12.1%
Picks 4, 5, and 6 = 9.1%
Picks 7, 8, 9, and 10 = 6.1%
Picks 11, 12, 13, and 14 = 3%

I'm not sure this really matters, but I'd also like to see the combination of numbers assigned randomly. Currently, the number assignment allows the worse team to own the number "1". So, any combination involving the "1" goes to that team. With random number assignments, that 4th ping pong ball draw could still be up in the air if "1" popped up as the first, second, or third ball.

Doing the lottery for all 14 picks would be interesting.

I've said it before - I love the idea of the wheel system - no more teams like the Sixers undeservently getting high picks. Teams having incentive to playing hard and winning every single game. What a novel idea

Basketball is unique to the other three major sports. Football has such a short season that it really doesn't matter. Baseball is about drafting players years before they are likely to make an impact. Hockey is also about getting really young guys.

The answer may be reducing the eligibility to High School Grad or 1 year pro experience and getting the G-League up to a full blown minor league system. Having call ups and send downs would do wonders for the product on the floor. Most of, if not all, of the players that are 1 and dones need several years to become NBA ready. This would absolutely destroy the college game though.

As long as the LA pick lands at 2 after the lottery then that's all that matters.

I like the G-League/Farm System route.

Changes wouldn't happen until 2019, so if we don't get the LAL pick, that draft could be ugly for us.

Ainge probably knew this was on the table when he traded the Nets pick. If it goes through it likely means the Nets pick has lower odds at top 3 than before and the Lakers higher

The more I think about it, the more it makes sense. Think Skal Labissiere and Harry Giles. Two highly touted players out of high school that really fell after a year of college. The younger the player, the more uncertainty about their future. That in itself is a form of lottery reform.

Return to Boston Celtics
