Nah, it's always been this way. It's supposed to be a buffer period for the guys who don't pay close attention to prospects so that it's not just like, ta-da, he's graduated, pick him up today.

I hear you, and it's set up assuming people will do the right thing. And that's why in theory that should work. But now he's cleared waivers a few days ago, and still he hasn't added him. I mean, I'm not always on top of the league, when I'm super busy and can't follow my team. But when I know I have to do something, I do it as early as possible.
