The ROOK/FA Draft goes by waiver priority and so here is the order:

With nearly unanimous approval the new composition of the farm system was passed and we can begin the draft in the next day or so.

I’m doing the random number sequence to determine the draft order and I assigned numbers based on the final standings last season. I figured it was the most unbiased way to go. NEW FARM SYSTEM RULE: After sending around the league e-mail, I immediately received 10 "yea" votes and Chach didn't get the e-mail. Individual managers will be allowed to hold up to 10 prospects in their minor league system. There will be no minimum amount of prospects. The drafts will remain four rounds each year from this year on so as to limit the number of total prospects involved in the minor league system. Let's get this draft underway!
