Why is Snyder on the roster?

Why is Snyder in over Tavarez? What the hell is the mattter with this teams management? Snyder never pitches in big game situations, only in mop up roles.. Tavarez is solid out of the pen for a couple of inninngs in big games. Tavarez has a 4.43 career ERA at Coors compared to Synder who has never pitched there and had a 2nd half ERA close to 7...
