That's a very bad way to look at it. PER is a terrific composite score from box score stats. If you want to know how productive and efficient someone is and can only look at one number, look at PER.
It's very predictive of offensive capability. It is also interesting in what it doesn't capture, which is defense and intangibles. So where things don't add up based on what you'd expect from PER, you can quickly isolate defense and intangibles to fill in the gaps.
Edit: I think what turns people off about PER is that it is commonly used as the end-all be all of an analysis without highlighting the information it doesn't contain.
