Minutes played does not per se relate to one's PER.

Example: Bitadze is averaging 16.8 mpg, and has a PER of 23.8; whereas Black is averaging 19.9 mpg and have a PER of 10.5.

That is associated to metrics that Bitadze is a starting level C and Black is not a starting level PG.

Per isn't really a good stat for guards.

Black is actually getting more crunch time minutes than Goga. This means the coach trusts him more when it counts.

I do like Goga's selfless play.

PER should not be used to compare positions. Mostly because bigs get so many rebounds and generally have a higher FG%.

But: it is a perfect metric to compare within a position.

Fultz has a PER of 13.9
Anthony has a PER of 14.5
Black has a PER of 10.5

It is reasonable to conclude therefore that Black is Orlando's third "best" PG (offensively at least).

What is meant here is Bitadze being compared to all other Cs and Black compared to all other PGs. One cannot compare them to each other; here of course I agree with you.
Bitadze is a top-30 C; and is thus starting quality.
Black is not a top-30 PG; and thus should not be starting. He starts so that Anthony doesn't have to. But Fultz must start when he is healthy. Black is NOWHERE near ready to be a regular PG rotationally.

Brandon Williams is an offensive force for the Osceola Magic. 29.5 ppg on a 42% high-volume 3-ball. Also 90% FT shooting line.

Why haven't we noticed him more???

Right now even Dereck Lively is more exciting for me than Wembanyama.

Mac McClung is arguably having just as good of year.

Of course, it is only 3 games in.

I'm really curious if Cleveland has really fallen off this much or if it's just a rough start.

It also helps to get more usage. I like looking at net rating.

Cole hasn't been better than Black. He averages 2.7 assists and 2.3 turnovers. He's been really bad, and it's reflected in his net rating. As many passes that Haliburton makes, he only averages 2.1 turnovers. Cole has been next level bad.

Moe just threw up his arms a couple of times at Cole in the last game. One time, he was open, and Cole refused to pass so he could one on one with a bigger player, and he threw up a shot that had no chance.

If Fultz replaced Cole in the rotation, it would make us better.

We'd probably be 3-8 or 4-7 if we didn't have Black and had Cole filling in for Fultz.

Kings are 5-1 with Fox, who averages 30 ppg, 6 apg on 50% FG on 38% for 3
